using this as an example.. how are UK #s set up? ie which set of numbers is the area code and which one is the actual phone number?
calling from the US, I have to dial 001 + 4 + area code + phone number.. so what would I have to dial if I were calling the pretend number above?

That number doesn't look right.
222373 is the actual number which would make
35030 the area code. that's not right.
All area codes start 01 in the UK.
Unless you're in London of course in which case it's 0207 ro 0208

OK a UK phone number will look like this:
01260 275009 or +44 (0)1260 275009
to call from the US or Canada you dial:
011 44 1260 275009
011=international code 44 =country code(UK)
notice I have dropped the '0' from the original number, if you were dialing from the UK you would use the '0'.

in the US ours make logical sense
123 (area code, part of the country you live in, think city or town)
456 (prefix to specify even closer to where you live, think neighborhood)
7891 (random numbers to differentiate)

The 00 at the beginning is the access code to let the telephone network you are dially internationally, this is commonly replaced with the + symbol on mobile phones. The 44 is the country code for the UK. The number you have would be dialled as 07040111*** . When dialling from outside the UK the initial 0 is dropped giving 00447040111***
Any numbers beginning 07 in the UK are mobile rate networks (as though you are calling a mobile phone) The first five digits of your number (07040) imply that this isn't a genuine number but rather a forwarding service often used by dodgy ompanies who don't want to be traced.

Actually that is total bullshit, because the first two digits of a UK number specify a local area within a bigger area and the third digit an even more local area within the local area. For instance, for Aberdeen the area code is 01224, then you have 58 which tells you that the number is in the plush west end of town, then you have a number between 1 and 8 which tells you more specifically where in the west end the house is located.
