Exact Audio Copy is the gold standard on Windows, but CDex
in secure mode should work fine as well.

you can only encode at like 96kbps with the unregistered
version. Plus its a resource hog.

it's for the radio station so i need something free or
cheap. no warez.

kindof difficult to include mp3 encoding but the ripping
feature is the best thing ever. it rips totally scratched

here some good freeware - EXACT AUDIO COPY.

You need the LAME software for it though. it's freeware too.
