SWANS - "Cop" and the live album "Public Castration is a Good Idea".
This is the shit they crank through loudspeakers at the public bonfires the night the asteroid is set to crush the earth. They watch the dark shape coming ever closer in the night sky. End of the world noise.

non-electronic - this mortal coil, red house painters, mogwai, early day miners, the album leaf, jeff buckley, pedro the lion, bright eyes, mineral, a huge chunk of Tom Waits, Johnny Cash and Nick Cave's catalogues
electronic - helios, tim hecker, murcof, the new arovane is fairly depressing as are a decent portion of Fennesz,Freescha and M83's work.

i agree.
most of the music i find 'depressing' or emotional is mainly because of the memories i associate with it.

Nurse With Wound Current 93 (in particular the album Bright Yellow Moon, which the NWW and c93 did together which is basically about David Tibet's (c93) fever dream when he almost died)
I'd also like to second the Red House Painters recommendation... this one... is a really good album... but be careful cause there are TWO self-titled albums...
Scorces Badgerlore Eliane Radigue Reynols (for starters, maybe check the album they did with Pauline Olivieros)

Depressing.... mmm.. It depends what you think depressiv is... I think that nothing is depressiv, and everything is. But if i had to say... The things that could potentially make me cry that i have.... are:
-Nick Drake. -Jacques Brel -some Lou Reed (Berlin) .Neil Young - Radiohead - and more.... much more....... :)

Fursaxa... kind of dissonant, apocalyptic folk. Really sad voices and drones and ugh. Makes me all moist in the eye. Especially Madrigals in Duos.

Fursaxa is quite nice...
might also want to try to track down Samara Lubelski live at WFMU... most of the tracks are from the album she just put out called the Fleeting Skies, but i think the minimal lof-fi versions for the radio fit her style a million times better...

Street Spirit [fade out] by Radiohead...
The Faint... i have the album Danse Macabre and it's really depressing (even if sometimes really catchy and danceable too).
and maybe some Eels' songs... maybe; they can make you feel better or feel worse, it depends.
