These things seem to be easier if they're in languages you don't understand, or not well.
A couple German ones:
"Blaukraut bleibt Blaukraut und Brautkleid bleibt Brautkleid."
Means "Blue herb remains blue herb and bridal dress remains bridal dress."
The hardest I've come across, at least the hardest that doesn't achieve it by being long and/or complicated.
"Der Potsdamer Postkutscher putzt den Potsdamer Postkutschkasten."
Means "Potsdam's mail coachman cleans Potsdam's mailcoach's box."
There are many forms of this one, some of them quite long, often also invoking the Cottbuser Postkutscher or Cottbuser Postkutschkastenputzpolitur.
