I'm looking at an old school Sequential Circuits synth on ebay right now, and one of the problems it has is it plays a "phantom note" at all times. It seems to me that somehow the connection underneath one of the keys is being bridged even though the key itself is not depressed... Has anyone else ever encountered this problem on other keyboards or know what the problem probably is? Would it be difficult/expensive to fix?

nah i dont think so
just clean out the circuitry under the key
in the worst case you have to make a whole new on/off switch kinda part for the key, would cost you 10 $ at max

well, I don't have a lot of knowledge in building electronics, so for me it would probably be an adventure trying to figure out how to fix it without breaking anything else... but having an analog synth like this is really really tempting, so I'm beginning to weigh my options, hehe. :]

you should try letting some gas from those cheapo bic lighters flow under your keyboards keys. Light it, and your keyboard is covered in flames for a sec (looks damn cool)
oh yeah and all the dust and shit underneath it burns instantly too

as do I, I eat/drink over/near my keyboard all the time and stuff is always falling into it.. my escape key is practically unusable due to an applejuice spill.

I know people who do this in their bare hands, so it must be reasonably safe... The only problem you might run in to would be the fluid dripping around your hand and burning the underside of it.
