On XP right now there are those popup dialogue box
advertisements due to a flaw of some sort in XP. Can someone
here please advise me how to stop them?

type service.msc into the run dialog box.
Then you need to look down the list for one called
messenger. Stop that service and then go into its properties
to stop it loading up automatically on startup. That should
do it.

Is the run dialogue different from the run... option on
Start menu? I typed that into the run... box and it said it
could not find it

popupstopper won't help here (though it's well worth a
gander). giginger has it right. I used to get them all the
time until I turned that service off.
This "Messenger" service has nothing to do with Windows
Messenger (aka MSN) instant messaging, so disabling the
service won't affect MSN

Your firewall should also stop these messenger pop-ups
because they use a none standard port.
