To have such detailed control would probably mean building your own synth in Native Instruments' "Reaktor" software.
You can however often link different controls to the velocity - for example the filter ADSR (envelope genereator) could be controlled so that it is applied more the harder you press the keys (or if you edit the velocity data yourself.
The hard thing is that most sequencers I know of have a different number of units for different operations so that the filter might be controlled with a value between 0 and 256 while the pitchbend might be controlled with a much higher resolution (should perhaps be the other way around but in Propellerheads' "Reason" it's not).
I have to pass this question on to someone with more knowledge than me I suppose
