just find a local thing that you're interested in and go to that. chess club. autechre meetup. a museum. whatever... it gives you mutual context with someone else, so you won't feel as weird striking up a conversation with a complete stranger. i'm sure you can find an old lady in the museum who will be thrilled to talk about the paintings and whatnot.

Save up enough cash for flights to some random Polynesian island, one-way. Once you get there, just try to fit in. The environment will be much more novel and stimulating to you, which would lighten your spirits, thereby probably improving your other problems. Plus, the people that live there will probably be weird anyway and so easier to ingratiate with.

Homework: Go and strike up a conversation with a stranger in a bar/cafe (somewhere the music isn't too loud to talk easily) that you see you have something in common with.
Look at what people are wearing/carrying. If they have a bag from the local record store you frequent, or are wearing a T-shirt from a game/film/band you like, or are reading a book you liked (or were genuinely thinking of reading), they are the ones to target.
Similarly, if there are two or more talking and they mention something you like (EG you hear two guys talking about a film you are thinking of going to see)
Go up to them and say, "Excuse me, but I couldn't help noticing you..." and ask about it.

The weird thing about one's character, is just that- it is a character. Just because someone is sincere, doesn't mean they aren't also acting. In that sense, one can create a whole new persona, simply by studying films or other media. I am quite sincere and myself, but I also realize that the truest essence of me lies within the framework of built character. When I exist in pure form, there is no interaction with anybody- barely even with myself- but this is not a way to live. Such pure form has nothing to do with the human condition with regards to society.
So monoid, you are seemingly unhappy with yourself and wanting to change, but the answer might come easiest, if you are first able to crystallize mentally, who it is you want to be, physically, intellectually, socially, and emotionally. When you have those set, you'll be able to direct your energies in the most efficient manner. Somewhere along the line, you'll start to improvise and realize that an idealized self is a fleeting a notion, but having solid ideals of self can at least help setting guidelines for positive action.

Also... Peeersonally, I feel it's best to create contexts for interaction, instead of creating false reasons for interaction. I am "socially normal", I suppose, I work in an office with a dozen or so people, ride the train, walk the streets, etc. In my daily life, there really isn't that much social interaction, though. I chit chat here and there with people around me, but it's not like I'll bust out in conversation to random people.
Looking at it from someone who is comfortable with social situations... someone who is overly talkative and over-eagerly wants to talk with me, can be somewhat annoying, disturbing, or a turn-off.
I agree with joining local hobby groups and the like, which is a good way to create contexts for sincere interaction. meetup.com, etc. Otherwise, if you are for real and just standing on a street and asking everyone passing by you random directions, eventually, people are gonna be like, wtf.
But you seem comfortable posting here- and opening up- so I don't really think you have as much anxiety issues as you think. Anxiety issues are when someone asks you the time, and you piss your pants and start to cry, or a girl asks you to dance so you punch her face and run away to avoid messing up your Michael Jackson moves.

Why don't you get into a drama group for shy people? One of my friend is very shy. He tried this though, once a week + a play at the end of the year. And now, after two years, he is more confident. He even made friend with two girls.
