is that 250-300 in usd, pound, what?
also, chances are, no. for that amount of cash youll be getting the asus eee or that other netbook from laptop for every child.
and im guessing those are a bit below your spec.

reasonable laptops start at $2000.
unless you don't want to play games or make music. then any laptop from the last 10 years will do you about the same.

You could get an old laptop in that range, probably like a g3 ibook or something. You could also get away with producing music on it. You may have to freeze, render, bounce down tracks A LOT, but think about it, people were making laptop music in 2001 and they managed to pull it off.
Your biggest problem with that, however, will be support. Most current DAW software is going to require a later OS and later hardware than your pc supports. You might be able to find a version of Cubase, Logic, Acid etc. that will run on it but then you have to find drivers, plugins, etc. Trust me, it will be a pain in the ass.
I have an ibook g3 that I got many years of use out of. As time went on, however, any time it crashed or I had to reinstall something it became more and more frustrating to get support for it.

cheers, I'm not really gonna be gaming but would like to maybe get some sort of production software going on, never made music but would like to have bash. are the sorta standard machines u get in currys etc for like £300 new capable enough?

they should be fine if you get a good external soundcard to help you process the audio. it'll make a huge difference.

get a lunch box with flat screen ..bit bigger but can be far quicker.
and cheaper...and with PCI.
