Since July it has been illegal to hand out food to homeless people in public parks in Orlando and Las Vegas. This law was apparently passed to try and stop large groups of people congregating in communal areas and curb littler and crime.
The Las Vegas branch of Food Not Bombs and the American Civil Liberties Union of Nevada have filed suit against the city, claiming that the law stating that "the providing of food or meals to the indigent for free or for a nominal fee" is a crime, violates rights of free speech, assembly, religion, due process and equal protection. Violations of this law can result in fines of up to $1000 or 6 months in jail.
In Orlando, a permit is required to feed a large group in any public park. Organisations are only allowed two permits per park per year, which makes it difficult to regularly provide food to people who need it.
Las Vegas's spokesperson said that the aim of the law was to encourage homeless people to go to homeless service centres. I am concerned that homeless shelters are already overcrowded and struggling to account for the huge numbers of people visiting them, and that often sleeping rough is seen by the homeless as preferable to the conditions of the shelters, where they often get beaten up or have their posessions stolen.
More cities are now also considering putting similar laws in place.

This is the type of law that most people (including the police) will totally ignore. Anyone who decides to feed a bunch of homeless people will do it regardless.

A radio station went round Las Vegas giving out food and drink to the homeless and they were fined for it.
In Orlando they've found a loophole in the law (until it gets discovered) and they hold "picnics" to feed the homeless.
They will ignore the law but I don't think they'll be able to escape being punished for it. Also If the homeless people are being moved along by the police, they won't be around as much for the public to have the oportunity to feed them

Yeah, it is the bone for a radio station or freelance orginization I guess. But theres other ways of helping the homeless to that they can invest their time/money in.
"Give a man a fish" etc.
But as for your average joe... that would have to be a dick of a cop to give you a fine for giving a homeless guy a sandwich or something... especially in the crowded metropolitan areas where the homeless tend to live, the cops usually have better things to do.

The problem with the homeless is it's a sign that the system is not working. Government is put in place to diplomatically rectify regulations so that there is always a path leading to more control. It has been thousands of years in which the Con has tried to rid the planet of spiritual heathens. These homeless are the last tribe amongs civilization living indigenously. The problem is that they don't pay taxes. And if you don't pay taxes you should starve.
At least that's what I have gathered from my American life of privaledge/oppression....

individualism, or rather, american individualism (the idea that you are 100% responsible for your own "destiny" (not in the mystical way, but in the "life you live and have led" kind of way) with the (in no way justified) assumption that all paths are equally open and accesible to all those born in "the free world."

Yes, I think it's that they're supposed to have have a hay bail in the boot. Something to do with feeding the horses in the days of horse and carts. There's a local law in some English town near the Welsh border that locals may shoot Welsh people with a bow and arrow.
I can't see this "curing" the homeless problem. Most homeless people eat out of the bins at the back of restaurants, it's not like they'll starve as a result. In my experience, it's comparatively rare for homeless people to accept food (on the street, as opposed to at designated homeless shelters), they usually just want the money instead.

ah, but not in America!
I remember talking to my mother about how restaurants in America were refusing food to the homeless and trying to get rid of them from the back alleys since there had been a spate of litigation from homeless people against restaurant owners due to illness caused by eating the restaurant's food from a bin.
i had read a special on it in the times on sunday. it's really bizarre.. really warped and perverse.
i can't see how any homeless person could've won such a lawsuit, but I believe restaurant owners started making it more and more difficult for homeless people to feed on their scraps because they generally didn't want the expense and headaches a lawsuit could entail.
