You can use pretty much any program that does photo or picture editing. Its usually in the image attributes or image adjustments header. I use mgi photosuite because it pretty much retains the original quality of the photo, without taking more than 3 seconds to load (photoshop takes 30 seconds to load, and paint makes your pictures look like crap). |

btw if you are not resizing it by something clean, like half or a quarter, try and use the resizing option for 'bicubic' or something fancy like that if it presents the option. thats why mspaint sucks, because it just deletes pixels to reduce the size instead of fancy interpolation. and you ed up with |
