These letters are scratched into the "run-out grooves" by the mastering engineer so that the masters can be identified at the pressing plant. On a lot of records (white labels) this is the only way to find out which side is which. Sometimes the paper labels will be stuck on the wrong sides and the run-out grooves tell the truth.
