 Having such a system does not hurt the public, it helps

 would leave people in the streets.  He said the opposite in
 fact.  Federal government shouldn't be dealing with this.
 It should be a state and local government function.  All
 states have different needs (say Michigan VS California), so
 let them handle things.  When things get to blown up, they
 become harder to manage.

 year) and it made it look like America was better off then
 we were.
 
 What you need to realize is that things have gotten worse
