i don't actually play it (tactical rpgs are not my thing),
but i like the story and characters very much...

my brother has played it; according to him, it's really
good.
you have to like the genre though, and not expect beautiful
graphics.

Hmm.. I don't really know what a tactical RPG is, but it
probably doesn't matter all too much. Good graphics isn't
the same as HYPER SUPER DUPER ADVANCED graphics.. He's got
Tales of Eternia on the PSP, and even though the graphics
aren't really the awesomest graphics ever (it's somewhat
2d), they're pretty damned good! To each game, the best
graphics are the most suitable ones, not the most
technically advanced.

here's a gameplay video... it's not very long, but i think it's
enough to get an idea of what the game is like. (it's from
the psp version, but it really looks identical on ps2)

*also note that there are no "exploration" phases at all,
just tactical fighting (as in the video), cut-scenes
(dialogues), and buying things/getting healed/etc in your
castle (the only place where you can wander freely in the
game, though again there is no real exploration).
