I got this sample from Breakbeat-Paradise. I thought it to be wonderful, M83-ish. I'd like to use it, but I want to be able to change the chords. Is there any VST you folks may know of that is capable of generating such a sound?

Any synth, it's just osc tuning and lfo.

Just test the usual suspects and see what you like best, saw is always good. 24lpf or 12lpf filtering, slow lfo on the cutoff. You're also gonna need some "tape-emulation" meaning small pitch changes etc.

What he said. Sounds like a slightly detuned (pitched down, not up) saw, with slight pitching up and down as the sound plays.
