I need to know of any programs or plug-ins (Fruity Loops
compatible) that will serve as a BPM counter. I have a song
that I'm trying to find the tempo of.

Flstudio has both wav/mp3 autodetection and a main-clock
tap-function. What more could you need? :)

Either insert the track in the wavelist and select detect
tempo or right click the bpm-counter and select tap.

Ok, I've firgured out the "tap tempo" part, but I can't seem
to find the detect tempo button. Sorry if I'm being a
burden.
