Chap stick has nutrients that your lips get used to that can cause your lips to get dryer faster if you don't use it.
However, I have found a solution to the chapped lip problem. Drink liquids regularly.

If you live in the UK and get cracked lips go to your local Boots shop and get their medicated one.
It actually tingles on your lips in a doing-something-good kind of way rather than simply covering your lips in slime.
As to lip balm addiction, the only advice I can think of is join your local group of Lip Balm Addicts Anonymous. Now you have admitted you have a problem you are halfway to living an almost normal life again :)
