the only program I have to resize is irfanview, but I can't

of course... buy or steal Photoshop.
There is a program called Image Ready installed and
integrated with it, it is made to help you with animated
gifs and image maps. It can resize animated gifs.

have you ever programmed a graphic editor yourself?
you can even find the source for gif format (despite it's
commercial).. it will be only a matter of implementation and
