It takes those fuckers FOREVER to approve your tracks once
you upload them... ugh, it's frustrating.

Create a New Artist, then look around in artist
administration for the option that lets you upload tracks,
can't remember exactly what it's called...

MP3.com is confusing.

No, it's free. Unless you want some extra privleges, you
don't pay a cent.

Make sure your MP3s are 128kbs...

just go to www.mp3.com.au instead. they are heaps faster. i
