situation:

won auction on ebay, need to pay seller. paypal account
unverified, verification takes app. 4 days > too long.

next option, bidpay.com

seller location: US
auction currency: GBP
my location currency: EURO

bidpay.com asks for auction amount, not currency, but i'm
guessing it should be in US dollars.

wtf?

well, bidpay is now no longer an option since they do not
accept mastercard creditcards.

i'm fucking through with this online payment crap. seller
will have to come up with something.

PayPal has charged a $1.95 USD Expanded Use Fee to your
credit card. You
can obtain and enter your Expanded Use Number by following
the steps
below:

1. In the item description section of your next credit card
statement,
your
4-digit Expanded Number will be printed next to the $1.95
USD PayPal
Expanded Use Fee (example, PayPal 1234*(EXPUSE)). Check your
next
statement
to find your unique Expanded Use Number.

then you enter this number and you're verified.

goddamn seller isn't responding to my emails.

Ahh right, thought so.

The thing about the Expanded Use stuff is that it's not
actually required anymore. However, nobody at Paypal has got
round to removing it from the website so if you start the
process off, you get locked in.

This happened to me just before Tishmas. I called Paypal and
they told me just to delete my card and re-add it. All was
well.

well from what i've gathered, this expanded use thing is the
only way to get my account verified.
