Im using another pc just now to write this.

When i boot up my PC the monitor does not respond and turn
on, and the keyboard does not respond to anything.

This has happened to me before, does anyone have a clue what
it could be?

Are they plugged into your CPU (Central Processing Unit)?
This is the gray or black box that has the power button you
use to 'boot' up your computer (turn it on).

Actually you are completely wrong there. The CPU is the
main processing chip which is inserted into the motherboard
and not the case the componant parts are housed in.

Rudster do you get the BIOS details showing on the monitor
when you first switch it on? If not, take out the graphics
card and reseat it (assuming it is not onboard graphics. It
could be a CPU or motherboard failure.

Um mine used to do that.

It was a hard disk problem. I found that after a few
restarts though (keep trying) the monitor would 'catch on'
and it would boot up normally. I had to restart around 50
times once... I formatted the drive afterwards and it helped
some, although it still needs replacing.

The hard drive would have anything to do with the screen
flat out not working because the detection of the IDE
devices takes place after the screen starts. In your case
it is likely to be a motherboard issue which is effecting
your IDE controller as well.

Yeah, I realized that and it was part of the intent to be as
un-helpful as possible while trying to sound knowledgeable.
You know, like those people that think they know a lot about
something but they really don't? Yeah.

i have unplugged everything and tried and still nothing, i
will try and unplug graphics card etc,

this has happened before in past, but not this bad, its been
off for 4 days now a record for me!
