What can i use for vocoding software? Or a .wav sound/effect editing program? It doesnt have to be sing into a mic setup but it would be nice. Thanks if you can help

I use "Orange Vocoder" in Cubase , pretty decent.
There is a free one at analogx that is a standalone unit that uses two wave files to vocode , a carrier and a modulator sound. Can create some interesting results if you fuck around with it a bit.

NI Vokator is really nice.
The built in vokoder in cubase is great, and simple, and you can control the carrier with a midi channel. Something you cannot do with the orange vocoder (even though it is a beautifull sounding effect... the only one I think that sounds better is Vokator, and that one takes a long time to design sounds with).

Can NI vokator let you sing into the mic and hit a midi keyboard to Vocode or is there one that can?

Yes. It can do all that and more. You can also sequence modulators to a pattern for both wavs, and automate all the filters and lfo's.
I wouldn't use the floops vocoder, or the reason vocoder, cause they both sound like ASS!
