i'd say that the part that in on the inner portion has been
written to, so it's slightly irregular, and thus less
reflective. that outermost ring hasn't been written to, so
it's undisturbed and so it appears darker.

i'd say the dark outer ring would be larger on CDs that are
less full. but, i'm only guessing.
