There's an old saying, originally it was "God is in the
details". It means, the little things are important. "The
Devil is in the details" is probably a corruption of this
saying/bit of a joke out of it. It's used a lot in informal
discussions on law, meaning, the little, seemingly
unimportant clauses in a contract/act of parliament/whatever
are the ones that snare you.

Yes, the modern colloquial usage is basically "it's a bitch
getting all the little things correct", but by positive
implication that's where all the richness, all the fun, and
all the hidden gremlins sulk.
