how much would a pretty decent-to-great soundcard cost .. one that has virtually no latency and is really good for recording etc?

Somewhere between $150 and $250 for the M-audio Audiophile. I think it sounds great and I've got it at 5ms latency. Some people get it down to 1ms.
It has 2 channels analog i/o, 2 digital i/o, and the analog input is delightfully quiet - absolutely no hum or static, unless you plug something crappy into it obviously.

You might also want to look at some of the inexpensive Behringer mixers to use with mic, guitar, etc. - lots of sources need a preamp to bring them up to a decent recording level. It's also a handy patch bay.

I do it through the mic input.. and there's always annoying buzzing sounds you have to get rid of which in turn degrades that which you've recorded

i just bought the m-audio quattro. which is a usb sound card 24 bit 96khz with 4 1/4 inch in's and 4 1/4 inch outs. it can direct monitor. its full duplex. it has a MIDI in and out as well. it has very low latency because it runs on it's own power. it doesn't have an amp though so your guitar would still need to run through something or the signal is too low. i go in through my mixer.
