In all my experience using paypal (30+ transactions), I've
never had them "take my money" for any longer than it takes
them to send it where it's supposed to go. Have you actually
had this happen to you? Because it sounds pretty unlikely to
me.

its in the terms of service

if they think that there's a reason to shut down your
account (illegal transactions), they take all your money and
you can't do anything to get it back.

Well, then I guess you're best bet is to not do anything
illegal then, isn't it? Personally, I don't keep money
stored on paypal, I always transfer it to my bank account so
I don't have to worry about that really. Not that I buy
anything illegal. *shrug*
