memes probably get selected for their compatibility with
other memes. so like, someone somewhere made some scary art
or something, like a "haunted house" videogame or something
and included some sort of music, and then from then on maybe
the spread of this combination of scariness plus the music
associated the two in peoples minds. There's often, in
suspense movies, a long tone that is drawn out as the
particularly suspensful parts happen. I think this meme was
successful because this drawn out note works analogously to
the suspense. You don't know how the suspensful plot will
turn out at this moment (will a killer jump out from behind
the door or will it only be the cat) and also you don't know
how the note will turn out at this moment (will it resolve
into a huge sound, or will it fade off into nothing)

then there's cultural imitation related to music, like
