possibly, though more likely it's muting between snares and
bass drums, done by slowing the track down and silencing
certain parts of the break.

not really, lots of programs are able to change to volume of
a particular "tick" by a simple change of value. ;)

you can do something like this even with fruity.
you have to bind an lfo to the volume knob, and make the lfo
really fast.
