However this version doesn't sample Aphex's original, it
samples the same vocals he sampled off a library record.

It amounts to the same thing.

I made a "cover" of the famous Paulstretch version of
Justin Bieber.

I simply took the same source song "U Smile" and applied the
same Paulstretch settings to it. By the same logic it is a
"cover" as I didn't actually sample anything from the
Paulstretch version, specifically.
