Its like asking if you can change your soul or learn to fall

Yes; they don't actually exist, so whatever you do with them
is only limited by your perception.

No; they don't actually exist. To measure progress you need
a starting point, something to indicate what point you have
progressed to, and an independent variable to measure your
progress against. None of these can be used when you are
trying to measure something that is imaginary.

One can feel empathy towards a person, but still have no
interest to help or care for them.

yes, i can think you can train it. here's an exercise:
first, imagine seeing yourself (3rd person) on a
rollercoaster and notice how that feels.
second, imagine yourself being on a rollercoaster-ride in
1st person and notice the difference in feelings. this
second one you should feel right in your chest. it's way
more fysical. you're in the movie, so to speak.
fundamentally, empathy - to me - is more like this second
feeling.
you can train yourself into experiencing the second
sensations by doing this more often. it makes it all easier,
but don't expect it to be more than training-wheels though.

It depends how you define it I supposed, but I think even
animals have some form of empathy and there is neurological
basis for it etc.
I'm really not a romantic but I think empathy exists dunno
