if a track is soft (has little volume), do you set the threshold high because when you set it low you won't compress anything of the signal?

you set it low. Otherwise the compressor does nothing. The signal has to be higher than the threshold to trigger a response from the compressor.

yea exactly i used to think the threshold was substracted from whatever amount of volume the signal has, but it's substracted from the overall 0dB

it means that when your mixing/making a song, you shouldn't raise the volume of the ingoing instrument anymore after you've tweaked the compressor

Think of it this way, if your home's threshold is 1 meter high and you're like 1m 60cm, how the hell are you gonna get over it? By lowering the threshold :)
