it has to be Islamic rights, children are given 18 rights in
Saudi Arabia constitution, but women have half the rights of
men under some socities, Muslim men have the basic 6 rights
when meeting another, and i see reference to Eight Rights
groups dealing with interaction between people as well,
though in a consumer sense? That doesn't address why rights
would be black at night or "only read during the day" so to
speak

I also tried immigration laws, with VISAs expiring after 6
years and children having 18 years to declare citizenship if
they have the grounds for it, but that isn't even remotely
close

No that doesn't sound right.

Here are some of my efforts, none of them satisfactory:

i) He is talking about a pawn in chess. It doesn't address

much really but it sort of explains the red/black bit. The
children
have 18 could refer to the number of points 2 'children'
(pawns) would be worth after promotion into a Queen...
blah...

ii) He is talking about 'twins'. Women who have them are
'halved' could refer to a C-section...and a few other
tenuous
connections.

iii) He is talking about XX vs. XY chromosomal inheritance
in some way.

iv) He is referring to golf in some way.

v) He is referring to 'balls' in some way, perhaps in the
context of Snooker or 8-ball.

pretty cryptic :(
