Are there any applications in the web that would allow you to save your bookmarks somewhere in the web and be able to see them from anywhere?

You could just save the links in a zip file and post it on a webpage.
Or just make a website with all the links.

You could open a blog and post new bookmarks as links in it, in the same entry.

Well if you use Firefox you could use Bookmarks Synchronizer. Microsoft say that IE7 will have a webservice that allows you to sign in and retrieve your bookmarks, or maybe it's their live service.
Failing that then it's the aforementioned del.icio.us or one of it's clones.
