the cheapest dslr you will find is a canon 300D (digital rebel, not the XT, which is the 350D), probably for around $600.00. you'll just slide the button on whatever lens you choose to use from AF to MF.
a way to get around autofocus on whatever you're currently using is to just push your shutter button halfway down while autofocusing on whatever subject you are shooting -- you'll probably have to put it in the middle -- and then recompose with the button still halfway down.

Pick up an old film SLR and stick a digital back on it. I've heard this is a good cheap option.
