Game system manufacturers make the majority of thier money
from the licencing of titles not the sale of consoles. To
make a multi platform game is very expensive. It is cheaper
if they can put 'only for xbox' etc. on the marketing
material.

yes, but i bet it cost sony a pretty penny to get an
exclusivity contract with rockstar for the gta series.
