Ok.. I've moved, and I now live at this student residence
thingie.. the internet-connection here is something-someting
VPN that connects me to the internet THROUGH the university
or something.. I don't really know WHAT it does... the
PROBLEM (the core of my query) is that I can't SEND files..
outgoing traffic is a problem... I can't ftp-upload to my
server, I can't send through MSN, I can't attach to mails,
NOTHING! However, this has not always been the case... I
HAVE uploaded a file to my server from here before, and it
worked perfectly, but now it just bogs up... has anyone got
any ideas as to what could be the problem?

The could be port blocking. Ask one of the other students
in the student residence thingy whether they have problems
or not. Check whether PASV is enabled or disabled on your
FTP client, and switch to the opposite and try again. There
are a lot of things it could be down to.

When yu say you can't FTP upload, are you able to actually
establish a connection to the server?

yes, I can connect, and maybe upload 2% of the file before
it shuts down if I'm lucky... same with msn and http
upload...

i bet they're rate limiting or something.

tried changing your mru/mtu settings?
