Lack of creativity? Some sort of control obsession (action word = control (oh shit that's a stretch)). A really sucky 'american word', not of the style you mentioned, is 'offsite'.. there are probably lots of other instances of a fucking ADJECTIVE used as a noun..

although i think it's far more annoying the way they "verb" words, using nouns as verbs, usually just because they're too [fat and] lazy and stupid to know how to say what they want to say with words already that already exist and provide for such circumstances.
there was a calvin & hobbes cartoon about this.. "verbing weirds language".. classic.
