 I'm looking for a program that can take a folder full of  pictures and tile them on one printable page.
 
  The desired effect would be a picture full of thumbnails  with no gaps between each picture.

aquagak manually does all that :)
  I wrote something a few years ago that generated uniform  thumbnails, but I dunno where it is as it ended up not being  used (I wrote it as part of a web store front)...if I can  find it you are welcome to it.
