gifs do have speed limitations, but if the maker doesn't specify a speed, the browser uses a default speed, and it defaults differently in IE and firefox. I read about how it was different, but I can't remember the details now. also, different versions of firefox default to different speeds. ... or something like that. i think you can change the default value in [about:config] by changing the image.animation_mode value, but i also can't remember what to set this to. so, basically, this post is worthless.
