no european country does forbid collecting rocks, that's
more about protecting dig sites from manic collectors i
think. vesuvius is one hell of a mountain, been there
myself.
in turkey however, if you are caught with a stone on the
airport you get arrested and have to pay a few thousand
dollars. used to happen really frequently until those
gangsters decided they wanted eu money now.

i see. well there was a sign explicitly saying that visitors
aren't allowed to carry away rocks..this was at the very top
of it..where there's fence around. but since we got there at
really strange hour we jumped the fence coz there was no one
