Well it means that it overclocks it but senses if the board is becoming unstable or too hot and lowers the speed again.

Well they do run them under spec really. It makes them more reliable. If you think about it, the only things different between the PRo and the DXT are the heatsink, which allows the XT to have a higher clock frequency, and the GRAM which is faster.
By the way, it's quite possible to Mod the X800Pro Vivo edition to an XT :D
The Vivo edition is actually an XT but it's been clocked down for some reason. Do a quick google yo!

well isn't that a bit pointless then?
the whole point of overclocking your machine is so that you can push it to extremes
here's the scenario:
you're playing DOOM 3, at ultra quality and you've got the full 60fps, all because you've overclocked your card, and then suddenly you start getting shit frame rates because your card is saying "oh no, i'm too hot, i'd better run a bit slower so i don't blow up"

Guys,
When manufacturing silicon wafers, you get different "yields" at which clockrates the "chips" can run at.
Not all wafers are produced the same.
The chips all come from the same fab, but the ones that really perform at higher clockspeeds are "hand picked" and chosen to be put into the "Ultra" cards; the fastest cards..etc.
Sometimes, when yields are REALLY good, and all/most chips are running at "above spec" clockrates, the company will put these "fast chips" into the lower based cards, because they need to fill that sector.
So that's why you can get a mid or low line card that overclocks really well.
That's why you look for a certain "batch" of CPUs made within a certain week, at a certain fab plant. Because that "batch" has shown great yields and if you get one, chances are it will overclock better than others.
Now, in terms of overclocking the GPU and underclocking, it's the same with CPU speedstep technology.
When yer sittin at a 2d interface (yer desktop, for most shells.....) yer vid card is crankin along at top speed....but why? It doesn't need to be?
Instead, when the pipelines are basically empty, you can clock the GPU down, and lower the fan speed.
I.e., less head and less noise coming from your PC.
The app wont just "accidently clock yer GPU down in the middle of the game" because the pipelines are chalked full of data.
And yes, many chips are "overspec" because they have to run STABLE in the shittiest of conditions... i.e., yer moms box that sits around with NO air circulation, dust everywhere, and no fans in the box. The card has to perform under the harshest environments...which is why there is always room for overclocking.

Yeah, it looks horrible but it's an "easier" way to control some of the options. Personally I think it's slowed my card down.

If you want a good cheap card to overclock...grab the MSI 9800 Pro from newegg for like $194. It's actually an underclocked XT (hence what elusive brought up about filling sectors). I wish I would have waitied on my card. I bought the ATI 9800 Pro 128 almost a year ago for $349....and just got my PC built almost 2 weeks ago. That's what I get for jumping the gun. :[
