Almost everything nowadays. I did notice that for completely unfathomable reasons the one version of CEP (from 2003) I have lying around can't, though.
Examples: Winamp, Goldwave, Audacity, MPC...
(nitpick: ogg is the container format. The audio compression scheme is Vorbis.)

Winamp has an output plugin that does that, or you can get Audacity (about 2.5 MB), open it and save it as wav.

There's a prog called dbpoweramp music converter which is great for this stuff and free.
