Very easy... you need to set the page up as a frameset (just
like your drawing, with a left and right hand frame), and in
the left hand frame create a navigation bar (I'm assuming
you're using DWMX or MX2004) by clicking on the common tab
and choosing "navigation bar" (or go to the insert menu and
choose "interactive images" and then choose navigation bar.
pretty self explanitory from there, basically you'll have
each button reference the right-hand frame. Each button will
load in a different HTML page into that frame.

there's also a "frames" tab that will create the frameset
for you.

the frameset you want is second from the right, once you
click on the "frames" tab.

but, if you're serrious about building webpages, you'll
prolly want to understand what's going on behind the
scenes.

this page is your friend.

and join some web design forums as well.

dreamweaver comes with some decent tutorials built in to it.

If you've got access to PHP stay away from frames and use
tables and includes instead.

and..There should be frame & frameless Templates for this
included within DW...

There are some accessibility issues with frames in general,
but unless this is some major site, you don't really need to
worry about them...
