It can be used to signify that, but its actual meaning is "whole", or "wholly" if used as an adjective. A closer approximation of "Graf" would be "earl" or "count", I think; "duke" being more similar in meaning to "Herzog".
As I annoyingly don't have Gantz Graf, I can't comment on how likely I think it that there's any relation to this, though from what I've read here I don't think there is much.
