The special language and citizenship classes will begin next year under major proposals unveiled by the government on Wednesday.
Failing the exam would mean applicants cannot gain a British passport or vote, although their residency status would not be affected
Right or wrong?

Many tests like these have been put out before in different situations. Many times when journalists investigates they find that many "countrymen" or non-imigrants tend to fail the tests...
I think it's just an excuse to punish the people who are already being punished through the western WTO, World bank and similar opressive dictatory structures: To get the economy going, third world countries are forced to cut down on social programs and state regulated infrastructure - signing it away for private investors. Often these programs devastate the farmlands and lives for the poor people living outside the cities. They are forced to either try and survive in the large cities or emigrate to the west, the very people who put them in that situation in the first place, where they are often detained or treated inhumanely...

They can resit the test though, if they fail first time. Personally, I don't see why they should have to speak English, or know what it is to be 'British' -- I don't know what it is to be 'British', and I don't know many people who can string along a sentence using proper English.
It's a joke.

not Hitler, just the Nazi Party. Remember, Nazi Doctors went to America and worked for the CIA and the Government. So we definately know there were 'former' Nazi Party Members involved in the US Intelligence forces . . . a good start for any conspiracy theorist

Right.
I think that if people are going to live here they can at least make an effort to learn the language and a bit about how things run. If anything, it would make their own lives easier.

I think it is right. If you are going to move to country, you have to know about their laws and language. I don't agree with the history aspect of test, because I don't see what knowledge of white British history has to do with whether they can be a productive member of society, but a general test to prove they are taking the effort to try and integrate into the societal structure is not a bad thing.

Liverpool actually has one of the lowest levels of immigration of any major city in the UK. I could see there being a problem if UK citizens had to sit the test as well though :D

If they bring these measures in they should also make English civil servants etc. learn the languages of the countries they occupy e.g they should learn how to speak languages spoken in Iraq, like Arabic.

But what about having lots of immigrants who dont speak english?
Allthough I'm dutch, we have lots of immigrants here who dont speak dutch. And now it doesnt have to be fluently, but for crying out loud, I have met people who have been here for more than 5 years, and still they cant (or refuse) to speak dutch.
So. I think such test is appropriate. If you want to live in another country, you'll have to speak the language, and respect, or just know of the culture of that country.
BUT!
People must have the opportunity to learn the language and gain knowledge of the country.
So... government has to school them I guess.
