here's a little review, why they consider ljubljana to be that high on the list:
What Makes It Cool: Plenty of students, clubs, friendly attitude, economy on the upswing
Useful Phrase: I love you: Lubim ta
Hipster Italians would have scoffed at the notion of spending a weekend in Ljubljana 10 years ago. These days, the Slovenian capital has become a destination for plenty of neighboring Europeans. The nightlife offers techno clubs in rustic villas as well as mellow jazz bars. Ljubljana's nearly 30,000 university students account for about a tenth of the city's population. Slovenia has been one of Eastern Europe's economic success stories. Pharmaceutical company Lek, which is responsible for a good chunk of the country's GDP, was recently acquired by Novartis at a 50% premium. Perhaps best of all, though they are just as stylish and beautiful as their Western European counterparts, yuppie Slovenes have yet to acquire Euro-haughtiness.

don't you ever get people coming into Slovenia trying to talk to you in other related dialects? (serb, russian, polish, czech, etc.)?

hmm, no...i dont really think those languages are that simmilar - at least i cant understand any of those (perhaps a word or two)
i only understand serbian, but this is only becuase we used to live in the same country and i learnt serbian in school
if any of tourists come in slovenia we talk in english - how weird is that hehe, but really there's too much difference - its like english and german - some simmilar words and thats it

Maybe if you were stranded on some island, you'd be guaranteed to be single. Or maybe a city with lots of ugly people, greate place to be single too.

i guess if you're into mainstream music (house, techno, progressive and other shitty music) its ok, but we have very little of clubs where i can hear the music i like...from this perspective barcelona is unbeatable + many other cities
i guess what most ppl like about ljubljana is that it is almost in the centre of the europe and it is more relaxed than any other capital city
btw, my new fellow citizen is Chris Eckman from Walkabouts but in his case it was beacause of a girl hehe
