Police cars are allowed to do that. Council vans are too. When I worked on the council we used to park on roundabouts when it was busy.

Whilst there may be laws that do not permit it, it's "one of those things" like using the intenet (using the internet is technically illegal as you break copyright just by browsing...) that is accepted.

Yes, due to it making a copy of a page locally on your machine (even if only in ram!) which your browser does to view it is breaking copyright. There's a lot of debate as to whether it should count, as people putting the info up must surely know it will be used in that way...
Currently (under UK law at least) it is still illegal. Despite the fact that government organisations including the Metropolitan Police, have websites and use the internet themselves! It's a funny old world...

Not under UK law at least. The 24 hours and personal use things are a myth... recording at all off TV is in violation of copyright!
