flea suggested this program called audacity. I LOVE it's noise removal function. just highlight some noise (listen to that brief segment to make sure it only contains noisish stuff you want to get rid of) then click "get noise profile". then highlight everything, then click "remove noise". It works damn great. And by damn great, I mean totally sweet like ninjas.

check the connection with soundcard and pc case. i assume you have a pci card in a pc. try improving the connection with the case and the metal bracket on the card. if that doesnt work try insulating the two. the problem is probably due to ground loops. or does it sound like a data stream very quietly buzzing, if so then get a new card. i beleive higher priced cards eliminate this to a large degree.
