Does Anyone out there know of a good Effects Plugin for a
distortion that makes that kind of Radio / Telephone sound
effect?

The Amplitude Modulation which comes with Soundforge has a
nice preset which emulates a radio effect.

you could probably do that with a bandpassfilter or eq to
take away the low and high frequencies and after that apply
some phasing effect to sound like an old radio

any good 'ringmodulator' will do,.apply distortion
afterwards
