Your question isn't very clear, but the example makes
perfect sense.

"Down to Earth" means; sensible, realistic, not a
dream/ideal.

well "scant knowledg" about something means "fuckall
knowledge" about someting.
"Scanty" is tgechnically incorrect.
You would no say "Michael Jackson is scanty on Aphex Twin"
but would say "Micheal Jackson HAS scant knowled OF Aphex
Twin"...

Well 'scant' means little or nothing, like

"elusive paid scant regard for autechre's careers by posting
links to downloadable mp3s of their new album"!

Look, daddy, scant and scanty mean the same thing.

And if "scanty" wasn't correct, then there would be no such
adverb as "scantily"; it would be "scantly".

Ah OK

What (I think) they're saying is that any empty land is
being used for buildings rather than other purposes (e.g.
parks) -- hence the use of the word "scanty" (yarrr), as
there is increasing demand for construction and the space is
not likely to remain adequate for the needs.

"she was wearing almost nothing"

clad meaning clothing

"building industry more and more monopolises the scanty
space
we call nature"

they may be saying what little natural habitat (e.g. forests
and such things) we have left is being destroyed by
industry?
